Mr Ji Min Sheng is an Assistant Director with the Policy and Planning Division at the Municipal Services Office, which is under the Ministry of National Development (MND). He develops policies and frameworks to improve service delivery for complex municipal issues. One such issue is hoarding behavior where its multi-faceted nature requires multiple agencies to work together. Min Sheng has formulated the Standard Operating Procedures (SOP) which provides guidance to government agencies on the management of hoarding cases, such as the partners to work with and steps to take. He also briefs officers from the agencies and Family Service Centres to raise awareness and forge closer collaborations in managing hoarding cases.

Prior to this, Min Sheng was in the Infrastructure Division of MND, formulating policies related to the built environment sector. He has worked with various government agencies, such as the Building and Construction Authority, PUB, Singaporeʼs national water agency and National Parks Board, to develop a climate change adaptation plan aimed at building Singaporeʼs resilience to the impacts of climate change in the long term. He also worked on other inter-agency projects, such as the development of a roadmap to rebrand the built environment sector and a review of the use of accessible parking lots in Singapore.
